行政授权背景下“为官不为”问题及其治理研究
摘要 党的十八大以来，在我国的政府改革中，在反腐倡廉的背景下，官员“乱作为”的问题得到了解决，党政风气明显好转。但是随之出现的官员“不作为”的现象日益涌现。在行政授权背景下，我国的“为官不为”现象依然存在，尤其是在行政授权 *好棒文|www.hbsrm.com +Q: ￥351916072￥
已经落实明确的基础上，“为官不为”现象依然严重。这种现象表现为领导干部有着“官位”但是却不及时有效主动地履行相关的职责，产生“惰政”、“误政”等问题，严重危害了党和人民的合法利益。本文从“为官不为”出现的两个原因出发来研究问题并提出解决思路。一是研究行政授权是否得到落实，官员是否有官可为；二是行政授权得到落实，但官员为何依然不行使职权履行职责。
